City of Tampere provides a housing advisory service for immigrants, who are new to the municipality. The housing advisor works as part of the early-stage services for immigrants at the Sarvis Social Office (address: Hatanpäänkatu 3J, tel. 040 806 2771).

Living in your own apartment or property is very popular in Finland and home ownership is perfectly viable option for non-Finns as well. The prices of privately owned homes are still reasonable, especially if you are ready to live a bit further out from the busiest city center. When you buy a home, you either purchase a housing share (asunto-osake) or real estate (kiinteistö). Housing shares are homes in either blocks of flats or terraced houses. These houses are owned by housing companies, or housing cooperatives. When you buy a detached house, you buy real estate. Real estate usually comprises a detached house and the related plot.

The City of Tampere organises property raffles (“lotteries”) once or twice a year. The raffles are either for detached house properties, or properties for row housing or a block of flats.
As the lottery begins, the properties will be listed on the following site. All City owned properties open for application will be published here: tampere.fi/asuminen-ja-ymparisto (in Finnish).
If you are interested in building your own house, you may find out more about the property raffle by emailing the City’s Property Management at kiinteistotoimi (a) tampere.fi.
Conditions about the property raffle:
- In order to register into the property search service, the applicant must have Finnish bank credentials & online banking details.
- The application process and the lottery are organised online and electronically.
- The system will run a background check on the applicants via the Väestötietokanta.
- If you have already taken part in a city property lottery, and rented or bought a property from the City of Tampere, the applicant(s) must wait 10 years before second application.

The housing units in senior houses have been designed for elderly people who can take care of their everyday life without outside help or with minor support. The dwellings are rental or owner-occupied housing units that are primarily intended for healthy people over 55 or 60 years of age.
Service homes provide suitable housing and necessary services for those who are no longer capable of living in their own homes but do not yet require the services of a nursing home or hospital care. The Emergency Youth Shelters maintained by the Finnish Red Cross are intended for young people under 19 years of age and their families. You can also stay overnight, if necessary. The services of the Youth Shelters are free of charge.
